No. Bot Management is a separately priced add-on for Advanced and Business. It is not available on Basic.
Bot Management adds automation-specific controls alongside the managed protection in Cloud Shield. You manage both in the same protected-domain context.
Cloud Shield attaches to Cloud CDN. You need an existing CDN distribution and an eligible Shield plan with the Bot Management add-on enabled.
